Apparently they opened up the Google Voice API to outside developers. There's already a PC dialer available for Google Voice: [Proggy] Google Voice dialer - dslreports.com

It's quite likely we'll soon see WM, S60 and iPhone dialers.

In my non-tech way - I was thinking if this was all done via data stream rather than voice GSM channel, it might be cheaper.
