Actually I believe its rubbish. Chişinău is 50-60 kilometers away from PMR. I have no idea how they can interrupt GSM signal in such a distance, without interfering closer to border. Chişinău is hilly and as many people are moving from coutryside GSM networks are overloaded. There is a lot of bad talk about PMR from official places, but this is more about politics than reality.To make sure I have asked also some of my contacts there.

I have been in Transnistria with a Moldcell prepaid card, and right after the border (Bendery) mobile internet stopped working, although there was still coverage. Same thing in Tiraspol.
With my Dutch sim card I also couldn't get any SMSs to push through when roaming on Moldovan networks in Transnistria.

I didn't try getting a IDC sim card.
